Meeting

This meeting happened in Hoek Van Holland, Nederlands, few month after Janadesh, the pacific march for landless people in India, organised by Ekta Parishad. Many present people has just got back from their journey...

Situation in India

Ekta Parishad was born in 1990. It mobilises people locally but evoluate and think nationally. The campaign has three specific demands around land reform. These are:

  • Establishment of a National Land Authority to provide a clear statement of land utilization in India, identify the lands available for redistribution and strengthen pro-poor laws
  • Establishment of fast track courts to settle past and future conflicts related to land
  • Establishment of a single window system so that farmers can resolve easily and freely the land issues, without wasting time, money and energy

Thank to Janadesh, Ekta Parishad obtained in february 2008 the creation of the national commission for the land.

The future with Ekta Parishad

A new march is planned in 2012 or 2015 of 100.000 walkers, if United Nations doesn't integrate poverty and food access in their program. Ekta Parishad is working daily to maintain pression on governement. Concerned people has nothing to loose, they will not "surrender".

First thinking round

The context helping, violent movements are used (by whom?) to weaken and dissolve this non-violent initiative. Ekta Parishad trains its suppoters to sustainable non-violence with three methods :

  • Education
  • Cooptation (some kind of a delegation of trust)
  • Culture (popular, accessible, participative)

We've tried to extend the ideas, the energy, the idian model to Europe...

Sanjay proposed the example of "the theater of the oppressed" and "the legislative theater" (cf. Augusto Boal's book). The limit between actors and spectators is thin and bring to the concept of "spectaCtors". The objective of such an initiative is to make relevant aberrations and injustices in the system, making people react concretely the public, by offering the possibility to come and speak. This is a way to educate people by culture... Some examples come after that point, illustrating things : Between 1993 and 1996, 13 laws have been issued from this citizen constructive approach. In Germany, similar initiatives also exist (supporting by the german green party). We have also watch a piece of theater in Bengale streets, offering a precise illustration of this concept. To conclude on this orignal approach, the oppressed theater, especially when brought in the street, can make people dreaming, offering them a place of expression and revendication.

For René, there are 2 categories of people in EU :

  • One who knows how to intellectualize sufferings
  • One who lives those sufferings

Then, we noticed that the problem is around the 20% of people who is already involved in social structures like associations, citizen society, politics, culture, ... and who is always the one who do things and participate (the top-middle classes). So the question is : how to involve the people how lives the daily difficulties ? Maybe one way is to get the expression in the streets.

A last reflexion has then come about the global environment and land access issues : The movements have often been launched from an urban context, in a radical opposition with the rural & farmer world. Don't book the debate to the elites.

Madeleine and Gilbert's experience of Janadesh

Madeleine presented the issues of the common daily life in India. It shows the leak of perspectives, alcohol difficulties, mutation of the work and the social environnement of paysans.

The agrarian situation in India

Nathalie and Gauthier presented the agrarian situation in India. They show parallels between the land access in India and in Brazil, France, Japan, China... Their goal was to give a guide for a good agrarian reform in India. They worked with Ekta Parishad on this project.

In India, agriculture has 2 speeds :

  • big industrial agricultural exploitations
  • an agriculture of subsistence, with lots of landless people

They showed us the global warming issue : initially there were 2 crops by year... and now, because of dryness of lands, it's reduced to 1 crop only.

The results of their investigation were :

  • inequalities
  • governance issues
  • land issues

They thank about a collective property, the right to "use" the land, and about the social utility of land.

Conclusion :

  • regroup the agencies in charge of land management
  • challenge the private property
  • organize a legislative management of irrigation

The Manu and Brenda's journey around India, Middle-East and Europe

Manu and Brenda started their journey in India and came back in France mainly by the way of land, in the goal of meeting famers from all around their trip. This is the quick resume of their experience :

  • Janadesh
    • precarious social situation
    • big issues about access to the land
    • and lots of thing we've already spoke about...
  • Pondicheri, they met interesting organizations which help paysans
    • listening their needs, educating, micro-credit, monitoring...)
    • those local organizations highlighted how countries from the North want to help them, but how they don't listen any feedback from countries from the South.
  • Iran: A really impressive hospitality even if their was a big cultural and linguistic divide
  • Turkey
    • farmers have no idea of their future and of the global agricultural situation around them
    • they've participated to an anti-GMO event with a big link with MST in Brazil
  • Romania
    • difficulties between the need of union and the fear of communism
    • the public politics about agro-industry push the country to reduce the number of farmers from 4.000.000 people to 300.000 until 2010
  • Hungary: they discovered an eco-village of 60 houses and 300Ha for agriculture. This village aims autonomy, not autharcie.
  • Poland: programs for social inclusion in organic farms

The common points between all the different farmers met are :

  • lost of identity
  • the "farmerness" suffers of its image

We discussed about the words and the status of (in french, because I'm missing good translations) :

  • paysan
  • agriculteur
  • exploitant agricole

What should happen in case of a big revision of the european help system for agriculture ? Where is the place for the "non commercial" activities of farmers, in his direct remuneration, in the public helps ?

Last thinking round

Necessity to meet each other again, to get the tools to exchange, work together, in a network. For the next meeting, some informations :

Réunion

Cette réunion a eu lieu à Hoek Van Holland, Pays-Bas, quelques mois après Janadesh, la marche pacifique pour les paysans sans terre d'Inde organisée par Ekta Parishad. Plusieurs personnes présentes étaient tout juste de retour de leur voyage...

Situation en Inde

Ekta Parishad est née en 1990. Cette organisation mobilise localement mais évolue et pense à l'échelle du pays.

Plus spécifiquement, les 3 revendications majeures de Janadesh sont :

  • la création d’une Autorité Foncière Nationale qui pourra uniformiser la législation foncière et mettre en place une structure pour la gestion des conflits sur ce sujet ;
  • la formation de Tribunaux Locaux Accélérés qui pourront résoudre les désaccords fonciers en cours, générateurs de violence et d’exclusion. Ces Tribunaux permettront, par la suite, de gérer les problèmes fonciers au niveau local.
  • la recherche de Sarvodaya (recherche d’une forme de société visant au bien-être de tous), qui réunit Satyagraha (la recherche de la vérité et la lutte contre l’injustice) et désobéissance civile, l’entité “Ekta Parishad” est née en 1989, mais les organisations qui la composent travaillent avec les communautés rurales indiennes depuis les années 70.

Grâce à Janadesh, Ekta Parishad a obtenu en février 2008 la création de la commission nationale pour la terre.

L'avenir avec Ekta Parishad

Une nouvelle marche est prévue en 2012 ou 2015 avec 100.000 marcheurs, si l'ONU n'intègre pas la pauvreté et l'accès à la nourriture dans leur programme. Ekta Parishad travaille tous les jours pour maintenir la pression sur le gouvernement. Les peuples concernés n'ont rien à perdre, ils ne lâcheront pas.

Premier tour d'échanges

Le contexte aidant, les mouvements violents sont utilisés (par qui ?) pour affaiblir et dissoudre cette initiative non violente. Ekta Parishad forme ses militants à la non-violence durable par 3 moyens :

  • Education
  • Cooptation (délégation de confiance)
  • Culture (populaire, accessible, participative)

Nous avons essayé d'étendre les idées, l'énergie, le modèle indien à l'Europe...

Sanjay a proposé l'exemple du "théatre des opprimés" et du "théatre législatif" (cf. le livre idoine de Augusto Boal). La limite entre acteurs et spectateurs est très mince et amène le concept de "spectaCteurs". L'objectif d'une telle initiative est de relever les abérrations et les injustices, faire réagir concrêtement le public en lui offrant la possibilité de venir sur scène et de s'exprimer. C'est une manière originale d'éduquer les gens par la culture... quelques exemples ont suivi : Entre 1993 et 1996, 13 lois sont sorties de cette démarche citoyenne au Brésil. En allemagne, il existe également des initiatives similaires (portés en partie par les verts). Nous avons aussi pu voir une pièce de théatre dans les rues du Bengale, offrant une nette illustration à ce concept. Pour conclure sur cette approche originale, le théâtre des opprimés, spécialement lorsqu'il est porté dans la rue, est une manière de permettre aux gens de rêver, en offrant un lieu d'expression et de revendication.

Pour René, il y a deux catégories de personnes en Europe :

  • Ceux qui savent intellectualiser les souffrances
  • Ceux qui la vivent tous les jours

Nous avons également relevé que se pose le problème des 20% de la population qui est déjà dans le tissu associatif, citoyen, politique, culturel... qui revient toujours. Ce sont principalement les classes moyennes supérieures. La question est donc "comment toucher les moins aisés" ? la réponse est peut-être d'amener l'expression et la culture dans la rue, au plus proche des gens ?

Une dernière réflexion à propos des enjeux environnementaux et d'accès à la terre : Les mouvements et partis politiques allant dans ce sens sont souvent nés en milieux urbains, en opposition radicale avec le monde rural et paysan. Ne pas réserver le débat à des élites (urbaines ou non).

L'expérience de Madeleine et Gilbert de Janadesh

Madeleine a présenté les problématiques de la vie quotidienne en Inde. Ca a révèlé un fort malaise du au manque de perspectives personnelles, aux problèmes d'alcool, à la mutation du métier et de l'environnement social des paysans...

La situation agraire en Indes

Nathalie et Gauthier ont présenté la situation agraire en Inde. Ils ont mis en relief les parallèles entre l'accès à la terre en Inde et au Brésil, France, Japon, Chine... Leur objectif a été de donner un guide pour une bonne réforme agraire en Inde. Ils ont travaillé en collaboration avec Ekta Parishad sur ce projet.

En Inde, l'agriculture est à deux vitesses :

  • grandes exploitations agricoles industrielles
  • agriculture vivrière, avec beaucoup de paysans sans terre

Ils nous ont exposé la problématique locale du préchauffement climatique : initialement, il y avait deux récoltes annuelles, aujourd'hui, à cause de la sècheresse des sols, c'est réduit à une seule récolte seulement...

Les résultats de leur enquête sont donc :

  • inégalités
  • problèmes de gouvernance
  • problèmes fonciers

Ils ont mené une réflexion à propos de la notion de propriété collective, d'un droit d'usage de la terre, de l'utilité sociale de la terre.

Conclusion :

  • regrouper les agences responsables de la gestion des terres
  • remettre en cause la propriété privée
  • gestion legislative de l'irrigation

Le voyage de Manu et Brenda en Indes, Moyen Orient et Europe

Manu et Brenda ont démarré leur voyage en Indes et sont revenu par les voies terrestres autant que possible vers la France, avec pour objectif de rencontrer des agriculteurs tout au long de leur périple. Voici le résumé rapide de leur expérience :

  • Janadesh
    • situation sociale précaire
    • grosses problématiques d'accès à la terre
    • et beaucoup de choses déjà abordées précédemment...
  • Pondicheri, ils ont rencontré d'intéressantes organisations
    • elles aident les paysans : écoute des besoins, éducation, micro-crédit, suivi...
    • ces organisation locales ont mis en avant l'importante aide des pays du Nord, mais le blocage de ces derniers lorsque les pays du Sud offrent leur expérience sur des problématiques communes.
  • Iran: très grande hospitalité, malgré le fossé culturel et linguistique
  • Turquie
    • les agriculteurs n'ont aucun recul sur leur métier et leur avenir
    • Manu et Brenda ont participé à une manifestation anti-OGM en lien avec le MST du Brésil
  • Roumanie
    • dualité entre l'union et la peur du communisme
    • les politiques publiques à propos de l'agro-industrie pousse le pays à réduire le nombre d'agriculteurs de 4.000.000 à 300.000 d'ici 2010
  • Hongrie: Ils ont découvert un éco-village de 60 maisons et 300Ha agricoles. Ce village vise l'autonomie, mais pas l'autarcie.
  • Pologne: programmes d'insertion dans des fermes bio

Les points communs entre les différents agriculteurs rencontrés :

  • perte d'identité
  • la paysannerie souffre de son image

Second tour d'échanges

Nous avons discuté à propos des mots et des status de :

  • paysan
  • agriculteur
  • exploitant agricole

Que se passerait-il en cas de révision majeure du système d'aides européen ? Où est la place de l'activité "non commerciale" du paysan, dans sa rémunération directe, dans les aides publiques ?

Dernier tour d'échanges

Nécessité de se revoir, de se donner les moyens d'échanger, de travail ensemble, en réseau. Pour le prochain meeting, quelques informations :
